Media of Moscow Will Be Counted

The web portal of the Moscow Head Department for Internal Affairs publishes a Memorandum for media heads. The document will partially regulate relations between journalists and law enforcement bodies during mass events held in Moscow.

The http://petrovka-38.org website states that any mass event sharply increases social danger level so that journalists should be protected.

The Memorandum proposes mass media to provide their journalists with “safety cards” the Head Department of Internal Affairs will issue. But what about “cardless”, freelance journalists not accredited by any media?

Elena Golubeva, IIFD Director: “The Memorandum text by itself does not cause negative reaction; however, questions appear. Right to information access seems not to be violated but there appear new possibilities to make information less accessible for professional journalists not hired by specific media”.
