In Moldova, the FOI act functions since 2000, but the head of the Chisinau city refuses to provide information on salaries of the city administration staff. Some local lawyers plan to file a court case against his refusal.

In Russia, upon the initiative of both President D. Medvedev and Prime Minister V. Putin, regional administration heads already publish information of incomes and properties of themselves and their families. However, many officials resist to this practice.
The IIFD considers open access to information on officials’ incomes a useful tool to overcome corruption and to increase trust in state power. We plan to launch a database accumulating all information over federal and regional top officials’ income declarations published for last two years.
