Only Minimum Papers Will Be Required From Citizens

The Russian Government issued an Order approving the list of documents government bodies have no right to require from citizens when providing any governmental services.

The Order No. 442-r from March 17, 2011, is issued in order to observe the Law “On Organizing Provision of Governmental and Municipal Services” and includes the list containing 264 documents.

For example, when applying for a passport, a citizen now doesn’t need to provide information about his/her marriage or about family name change, and when the applicant comes to get the passport, nobody should ask him to provide the state duty payment receipt. Another example: when registering a car or a motor-cycle, one does not need to provide any information from the United State Registers of Legal Persons or of Individual Entrepreneurs (EGRUL/EGRIP). Government bodies are now to exchange all information mentioned with one another. They have two month to cooperate, to coordinate data exchange formats, and to perform necessary practical measures.

In six months, government bodies are also to provide their new proposals on extending the list of governmental services and documents that could be provided/exchanged in e-form.
