Can Access to Unified State Registers Become Free?
Civil activists hold a campaign for free access to information from two Unified State Registers: of Legal Persons (EGRUL) and of Individual Entrepreneurs (EGRIP). IIFD lawyers also deal with this problem. They have developed a proposal for amendments to the Federal Law On State Registration of Legal Persons and Individual Entrepreneurs addressing the information accessibility problems.
The major idea is to publish data of the two Registers (except the data access to which is restricted by federal laws) at the Federal Taxation Service’s official website, and to cancel any fees for access to the information in question.
We expect the proposed amendment to have positive impact on individuals and organizations, as well as on state officials. All of them will be able to get all necessary information online; possibilities for obtaining standard excerpts from the Registers also remain. Our proposals fully meet the current administrative reform trends.
