Learn How to Know

The Institute for Information Freedom Development has developed a guidebook “Access to Information in Russian Federation”. It contains clear and thorough explanations how to defend one’s right to access to information owned and disposed by government bodies and their subordinate entities.

IIFD experts have developed guides for citizens how to request information, how to react to information denials, and how to apply to court in order to contest information denial and to bring officials negliging their duties to responsibility. The guidebook contains templates for information requests, claims and applications, as well as texts of basic normative acts providing right to access to socially significant data.

Many social problems at various levels can be solved if citizens believe in their right to information, and know how to obtain it.

The first Russian FOI law came into force on January 1, 2010. The law on access to judicial information is actual since July 1, 2010. But for the laws to work, people should with to implement them, and know how do to it.

The guidebook in Russian (PDF) is can be downloaded from the Russian page.
