What Is Information on Activities of Government Bodies?

On April 26, we filed to the Constitutional Court a motion asking to explain the Court definition on the claim against the Federal Law “On Providing Access to Information on the Activities of Government Bodies and Bodies of Local Self-Government” Article 1, Paragraph 1. The motion seeks to get from the Constitutional Court a reply in unmistakable terms to the question: what information is covered by the term “information on activities of government bodies and bodies of local self-government”.

Monitoring - 2012: Informational Openness Rating for the Judicial Department Regional Bodies

We present monitoring results for official websites of the Judicial Department under the Supreme Court of the Russian Federation and of its regional bodies. The monitoring was performed together with the Russian Legal Information Agency (RAPSI).

On April 18, the Russian Government issued the Statement #343 On Approval of the Rules for Publication and Updating Information on an Educational Entity in the Internet supposing online publication of a large volume of data on educational entities’ activities.

Master Class for Developing Online Tools for Public Discussion of Draft Laws

On April 16, Tatyana Tolsteneva took part in the Ways and Tools for Public Discussion and Proposal Development in the Internet master class organized in St.-Petersburg by the Center for NGO Development.
Main trends for development of public online projects for discussing draft legal acts were discussed, and a training for developing initiatives of that kind was held within the master class.

One More Step to FOI in the Housing Field

On April 17, 2012, a definition of the Kuibyshevsky district court of St.-Petersburg was received, stating termination of the proceedings on the case against the refusal of the “Ellis IT” company providing automatic calculation of housing and municipal service payments for housing companies/societies) to provide information upon request since all the information requested was provided.
